This research memorandum reviews federal and state regulatory programs, and surveys SWANA landfill managers to offer conclusions regarding current standards:

• There are no federal permit limits for pollutants in stormwater runoff discharges from MSW landfills.
• Most regulatory programs have not established numeric effluent limitations for landfill stormwater runoff discharges.
• Although states have the right to adopt landfill stormwater runoff discharge limits, most have chosen not to do so.
• The states of Arkansas and Colorado have established numeric limitations for total suspended solids.
